Working After Retirement Operations Specialist – Retirement Services

Summary

Under general supervision of the unit manager, the Working After Retirement (WAR) Retirement Operations Specialist is responsible for reviewing member accounts, processing routine benefit requests, ensuring compliance with applicable laws and TRS policies, and communicating with members and other authorized parties regarding account details. This role requires strong analytical abilities, attention to detail, and a commitment to high quality, member focused service.

Description

Minimum Qualifications & Education

  • Bachelor’s degree from a four‑year accredited college OR
  • Three years of equivalent experience in financial services or a business environment
  • Or a combination of education and relevant work experience

Preferred Additional Qualifications

  • One to two years of full‑time experience in banking, accounting, claims processing, or payroll

Essential Duties & Responsibilities

  • Prepare, submit, and process routine requests related to member benefit records and documents
  • Determine eligibility for benefits and calculate benefits and payments
  • Ensure compliance with plan provisions, state and federal regulations
  • Analyze and review accounts for reconciliation of benefits
  • Research and determine overpayments
  • Prepare and review forms and documents for accuracy, authenticity, and completeness
  • Provide prompt, accurate, and friendly customer service to members, beneficiaries, employers, and other stakeholders
  • Manage workflow queues to ensure agency standards are met
  • Deactivate pay status and remove retirees from payroll as required; calculate overpayments and initiate recollection
  • Process account maintenance updates and manage spreadsheets and reports
  • Process stop payments and replacements
  • Review retirement accounts including selected plans, contributions, balances, tax attributes, beneficiaries, and authorized contacts
  • Process ACH deletions, reversals, stop payments/voids, and benefit cancellations; prepare and submit bank reclamation requests
  • Prepare and remit health insurance memos for activation and deactivation of coverage
  • Process duplicates and corrected 1099R forms
  • Provide guidance and account information to retirees, members, employers, and external parties
  • Conduct scheduled and walk‑in, face‑to‑face consultations
  • Work overtime as needed
  • Perform additional duties as assigned

Specialized Duties & Responsibilities – Working After Retirement (WAR)

  • Monitor employment of service and disability retirees to ensure compliance with state law, IRS/DOL regulations, and TRS policies
  • Analyze and review independent contracts for compliance and compensation restrictions
  • Calculate and process annual disability employment salary limitations
  • Conduct mail outs to collect and verify employment information for disability retirees
  • Process cancellations, terminations, and suspensions as needed
  • Determine membership eligibility; analyze and review accounts for contributions
  • Process benefit recalculations and outstanding zero‑balance accounts
  • Provide service purchase calculations
  • Determine retirement eligibility and review retirement applications
  • Serve as a liaison between vendors and retirees regarding eligibility and account concerns
  • Process banking transactions and tax data
  • Provide annual compensation limit updates for retiree employment
  • Monitor Department of Labor employment data for disability retirees
  • Calculate and update interest adjustments
  • Create worksheets for payroll record comparisons
  • Perform employment audits for noncompliant retirees and employers
  • Coordinate employer training with the Communications Division

Knowledge, Skills, & Abilities

  • Knowledge of TRS policies and retirement system laws and regulations
  • Knowledge of computer operations and MS Office Suite, especially Excel
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
